The Murky Depths of Open-Source Licensing

OK, Riddle Me This, Batman:

Suppose a clever and intrepid developer has an idea for a web application. Said developer does not wish to reinvent the user-based wheel, and so uses an off-the-web CMS as his user and service engine, and develops the application as a module to that engine. The CMS he chooses is licensed under the GPL. Is he required to release the source code to his application upon request?

see http://www.gnu.org/licenses/gpl-faq.html for a detailed explanation. Short version: If you're just deploying the app internally you don't.

Right, nope. I take advantage of this fact regularly. :)

I know a lot of people wanted to seal this "loophole" in the latest revision of the GPL, however.
