The code for the weekly test and the code for the evacuation of the state are right next to each other. It was an inadvertent mistake by one of our employees that caused that to happen.

I'd call it an inadvertent mistake on the part of the people who designed the system, not on the employee who pushed the button.

Couldn't they, at the very least, have added an "Are you sure you want to evacuate the state?"

I hope it wasn't that simple. What I want to know, is what contingency could possibly arise for which the best possible response would be evacuating the state?

Well, I can see wanting to have the option, just because part of emergency planning would be to plan for the worst, even if you can't imaging what the worst case is.

I can't see putting the code for "weekly test" next to "evacuate state", though. I suspect that it was that simple.

Poor user interfaces can be disasterous. Check out Tog's article on the Worst Interface Ever, and the article he links to from there at the end on Panic.

stray hurricane or tidal wave of sufficient size/force might be able to take out Connecticut.

A tidal wave that was causing evacuations 60 miles inland (especially since such a wave would've had to come from the Long Island Sound, meaning it would've had just come over Long Island. I shudder to think what a wave that big would do)? Equally strange would be a Hurricane so strong that it required evacuation of the affected non-costal regions. Of course, if Connecticut was getting run over by a storm that powerful, the logical question is -- where would you evacuate to?
